Local authorities will be required to develop and publish a local offer from September 2014 onwards. The local offer provides local authorities with an opportunity to provide clear information to local parents of deaf children and young people on the support that is available to them where they live and so raise outcomes.

This guide will help local areas to develop the Preparation for Adulthood elements of their Local Offer. It is intended to be used alongside the SE7 Local Offer Framework. It provides ideas and suggestions for what to include in the Local Offer so that it supports young people with special educational needs and disabilities as they prepare for and move into adulthood with better life chances as described in the legislation.
