BATOD/NDCS/NatSIP Paper to local authorities on SEND reform implementation

Posted in News

The purpose of this paper is to provide local authority decision-makers in England with information about our joint position on any changes that may be made to local SEND systems. Whilst the audience for this paper is local authority decision-makers, we hope that the paper may also be useful to other audiences (e.g. Heads of Services, specialist teachers, parents, etc.) who may also be engaging with local authority decision-makers.

We recognise that many heads of services and specialist teachers are already working hard to make sure that any changes to SEND systems are being implemented carefully and with the interests of children with sensory impairment in mind.

However, we are aware of instances and concerns where SEND reforms are not being implemented carefully. Our intention is to send a signal that we cannot support the implementation of any changes which are being done without regard for the current legal position and for the needs of children with sensory impairment. Where the paper takes a strong tone, this is directed at local authority decision-makers who are moving ahead with such changes. Our intention is to strongly remind them of the importance of considering the needs of children with sensory impairment and of working with experts in their area. In these instances, we recognise that heads of services and specialist teachers will be working hard to advocate for children with sensory impairment. We hope that this paper will support them in such efforts.

We remain grateful for the ongoing efforts of heads of services and specialist teachers in continuing to advocate for families and children in their area, and we will continue to support and champion your work.
